This paper proposes an electrooptic modulator for radio-over-fiber systems using four-plate electrodes structure. The radio-to-optic direct conversation (ROC) can convert a radio signal in to an optical signal with the same signal format. The modulator use an electo-optic crystal such as a LiNbO3 crystal with three plate on top and on plate on bottom as electrodes, which are applied the electric fields in x and z-axes to form guiding path in the crystal. With the specified dimensions, the electrooptic conversation factors of 8 deg/V and of 0.96 deg/V are obtained for z-axis and x-axis modulations, respectively.
